My Poorly Planned Fairy and Mermaid Painting

A while back I agreed to do a craft-swap with one of the girls from work. She was going to knit an afghan for me in exchange for a fairy-like painting. She wound up bailing on the project, but since I was already knee-deep in turpentine and linseed oil, I decided to keep going. The problem is that I can’t seem to figure out what to do with the top-right-hand side of the painting. (The initial sketch looks nothing like the final product.) I figured I would post it on here in the hopes that some of you might have a few ideas.
